North Carolina Attorney General Jeff Jackson says the cuts could result in about 1,000 job cuts in the state's public schools.
Statewide, about $168.8 million is being withheld, pending a Trump administration review, and more than $6 billion is being withheld nationwide.
A freeze and review are also underway for $169 million for several K-12 education programs, including for teacher training, before- and after-school programming and services for English language learners.
Nearly every North Carolina public school system or public charter school receives funding from at least one of the programs, and more than 70 organizations receive funding for before- and after-school educational programming.
UNC-Chapel Hill is navigating a significant $126 million reduction in federal grant funding, affecting 109 research projects and sparking concerns about future scientific advancements.
It's unclear whether the students who didn't attend a public school last year attended a private school or homeschool or were newcomers to the state.

Durham Public Schools took center stage at Tuesday's Board of Commissioners meeting, supporters pressed for an increase in district funding, even as the district itself shared a new initiative aimed at improving conditions for its employees.
East Wake, Knightdale, South Garner and Southeast Raleigh high schools, along with Phillips and SCORE Academy alternative schools, will no longer be eligible for Title I funds.

The chamber's budget proposal would also expand some literacy services and make changes to charter school oversight.
The board's vote comes a day after County Manager David Ellis recommended increasing the school system's budget by only $35 million.
