Apex residents have two options. They can request a utility bill review, or do nothing and owe nothing. The town estimates 99 percent of residents would owe money if they opted in.
So is the problem fixed?
"Yes, but it is a complex question," said Apex town manager Randy Vosburg. "It goes back to our original cyber event we had in July of last year."
It was July 2024 that a cyber attack in Apex caused billing chaos. There was a revolving door of complaints at town hall after costly utility bills showed up at homes across town.
The attack, which knocked the town's network offline, meant people were not able to pay or see their utility bills. While the town made initial corrections, an independent review found the utility system was underpaid by $300,000.
Residents can request an individual bill review. Those found to owe money will pay the difference, but those who don't opt-in for a review won't be charged extra.
"We are still in the process of developing what that outreach will look like," Vosburg said.
The Town of Apex will notify residents of their options through mail, or even on social media platforms.
